Lots of communities are not very encouraging to learners but I don’t listen to them, just give it a try, I taught myself c# and learnt to make mods for gta v fairly quickly and soon enough I had over 20k downloads, which I was proud of. There are also many tutorials such as and you can find other useful resources by searching up gta iv native database. First try to make very basic scripts and soon you will get better and better to make more advanced stuff. You will then have the essentials installed and the knowledge for scripting.
The way I learnt was by watching a few C# tutorials to get down the basics of the language and programming.
